Islamic law in an Islamic state covers many aspects of life but the basic principles of our religion are kept in mind whenever passing any Islamic law; which means that the sentiments of religion shouldn't be hurt. Below, you will read about some of the basic principles that shape Islamic laws:
Prayers:
A Muslim must offer prayers five times a day. For this, he requires the availability of mosques that give the call for prayer (adhan) in their appropriate times and accommodate Muslims for congregational prayers. It’s a common sight in Muslim countries that the Islamic Mosques are situated near/in very populated area. Depending on the Muslim country, it is a common practice that the shops and all other industrial activities be closed until the duration of prayers. Thus, compelling everyone to offer prayers in the right time and giving them a break from office hours as well. A Muslim citizen must not get the chance to complain of having no time for offering prayers owing to office timings or some other government duty. Adhan must also be hear everywhere, from minarets of mosques to a car’s radio. Thus, earning sawab for the leader of the government as well for every prayer a citizen performs owing to the government’s prodding.
Quran:
Muslims read Holy Quran on daily basis to attain the blessings of Almighty Allah. There are numerous blessings upon those who recite and teach others to read Quran. Quran contains 114 surah and all of them are equally important, hence some surahs are there which attain special qualities in them. Every Muslim considers it their foremost duty to read Quran thoroughly. Reading surah yasin earns blessings and rewards of reading complete Quran. There are many surahs which if read on daily basis will help Muslims to save them from the pain on the Day of Judgment. Reading full surah al Mulk daily will save Muslims from the distress of grave.
Zakat:
This is a fixed amount that every earning Muslim has to pay from his earnings; 2.5% from his annual savings. However, some Muslims commit the sin of not paying it hoping to possess more money in his bank account. The outcome of such an action is quite the contrary, because Allah has stated in the Quran that such a person’s wealth will never be blessed. He will also await a dreadful punishment from Allah on the judgment day:
“And let not those who [greedily] withhold what Allah has given them of His bounty ever think that it is better for them. Rather, it is worse for them. Their necks will be encircled by what they withheld on the Day of Resurrection. And to Allah belongs the heritage of the heavens and the earth. And Allah , with what you do, is [fully] Acquainted.”
(The Quran 3:180)
It is up to the governments to introduce certain Islamic laws that help a citizen donate Zakat and/or ensure this donation. Keeping this in mind, some banks offer the facility to automatically deduct 2.5% of a person’s savings from his account annually and transferred to a fund that donates to people in need. This way, he doesn’t have to go through the task of deduct amount from his monthly income and asking around for people who actually deserve the donation.
No sadaqa (zakat) is payable on less than five wasqs of (dates or grains), on less than five camel-heads and on less than five uqiyas (of silver).
Sahih Muslim 979 a
Fasting:
It’s an obligatory practice performed by Muslims all over the world in the month of Ramadan. A state must create an environment in this month that favors fasting and hold sermons that could remind people of the great deeds done by Prophet Muhammad (S.A.W.) and his companions, thus adding to the Islamic knowledge of Muslims and advising them to perform more good deeds in this Holy month. Laws regarding fasting are the ones that forbid an opposite environment, for instance, dancing scenes or musical shows are not shown on television, and they’re replaced by Islamic lectures.
Allah's Messenger (ﷺ) said, "When Ramadan begins, the gates of Paradise are opened."
Sahih al-Bukhari 1898
Conclusion:
The principles of Islamic laws are based on the religious duties for a Muslim so he doesn’t face any difficulty in practicing them and thus, has nothing to complain about. These laws are supposed to induce an Islamic environment thus discouraging all activities of the non-believers.
